在有雪的地方,一旦车头进了雪,融化并结冰后,会堵塞进气口,在这种情况下,这个隔板的上面1/3处就会形成负压,从而打开小门,从机舱内进气儿不会使发动机出问题,而随着温度的升高,结冰处还有可能融化从而使进气道恢复进气功能。
发动机排放问题:
去掉隔板,不会对发动机进气产生影响,发动机会自己适应的;但是有可能会影响排放(好再来按:不理解?!

关于噪音大的问题:
是因为改变了空滤盒的结构,有可能会导致气流改变从而产生额外的噪音。

I received your email below via the customer support department of Volkswagen AG Germany.
Please find the answer to your inquiry as follows:
The flap in general is for snow ingress. What is supposed to happen is that if the car is drawing in snow through the front air intake in cold climate countries, it should not be allowed to block the filter element (as this would eventually stop the engine). What will happen is that as the filter element gets blocked on the intake side of the internal wall, a low pressure forms on the opposite side of the wall. This causes the valve to open and draw warm air in from the engine compartment. This will stop the air being blocked off completely and also slowly melt all the built up snow.
We had experiences in cold countries like Sweden and Norway and as far as China has some snow rich areas and on the other side also some areas with high dust potential, which also could block the filter from the front side, we decided to introduce the feature in some of our engines for Chinese cars, to ensure proper functioning of the engine under all circumstances and ensure customer satisfaction with our product.
As for the issue with drilling holes into the separation wall of the air filter it will of course change the emission application but it will in general not affect the injection application because the engine control unit will adapt itself to the new air mass flow. Please take into consideration that in China in the near future there will be stronger emission standards with Euro3 / Euro 4 and EOBD introduced and cars with drilled holes like I have seen in your pictures might not pass the emission tests any more.
The original engine application is always been designed taking into consideration not only performance but also emission and environmental standards, reliability standards and others.
Therefore from the current point of view practically nothing speaks against your simple way of engine tuning but you should take into consideration the above mentioned remarks. Regarding the higher noise this is related to the different air flow which is now not matching the function of the resonance element behind the air filter duct anymore (between air filter and intake).
